When I want to order this board from digilent, i send message to support with question how to get this board. They asked me what for Russia academic price doesn't provided( but I studied in PG school and I can present all documents about this). Answer from Digilent - their advice was to buy this board from local distributors, but there are price over 30000 roubles.

Im also from Russia and they provide me academic access. I entered a lot of my data and also scan of my student document. Two years ago this works. But I spent 2-3 weeks for approve my status

digilent does not work with Russia now. The official distributor of "Xilinx" in Russia is "Macrogroup". and as far as I remember, there you can agree on getting an academic discount

What is interesting, I was contacted with third-party organization, which i hadn't heard before and offered cost, which doesn't interested for me.
some time later i bought Z-turn development board from myir.
