What would be the best starter FPGA board to buy?
If you want to go to Xilinx, a cheap Spartan6 from Aliexpress would be perfect for you. I wouldn't spend much money in something that is new for me and don't know well if I am going to like it or not.

I believe that pynq board from digilent is good for starting with xilinx. With students discount it may cost 99$ + shipping

Spartan 6? You'll get the known trouble with ISE. I think it is too old

Bare metal? De0-nano. With CPU it is De0-nano soc (atlas). Modern de0-max 10 lite. Or arrow max1000. I got it for 30 usd free shipping
