Hello, the application SichboPVR does not detect my RTL-SDR, has anyone here in the group ever tried to watch TV on PC with an RTL-SDR ? If yes, using which application ? Please help, please.

I paid him on amazon. he doesn't have any documentation or software, but he's got two antennas.

It's the rtl-sdr.com dongle. Probably it has a software at the site. You can check it out.
