Thanks for your message.

For the avoidance of doubt - and I'm quoting from https://www.openstreetmap.org/user_blocks/5211 here - woodpeck said "I will block your account until you remove it from your profile".  That makes it very clear that this isn't a "block for 10 years" - it is a "block until the text is removed from the user profile".

Further on you go on to say:

We've already ascertained that this _isn't_ a permanent block, but it's perhaps also worth mentioning that the language indicators in ququruzka's changes are mostly in English - most of the comment text is English in https://www.openstreetmap.org/changeset/107132636 , and the JOSM locale is also English.  It therefore seems reasonable to use English as a primary contact language.

Moving on to the text itself, it can be difficult to decide where to draw the line between what is satirical and what is offensive.  However, wanting to burn anyone or anything is clearly not OK, even when the thing you want to burn is a cartoonish representation of someone with a particular political point of view.

https://wiki.osmfoundation.org/wiki/Etiquette was adopted some time ago by the board as the way that people within OpenStreetMap should try to interact with one another, even when they hold conflicting views (political and otherwise).  In the DWG we understand that, especially in the case of political disputes, this can be difficult, but as members of the OSM community we all owe everyone else within the community a fair hearing.

You have emailed the DWG "on behalf of the Ukrainian OpenStreetMap community" - I would be grateful if you could convey this to the people that you are sending it on behalf of.  Also, you say "This is not for the first time discrimination acts committed against members of Ukrainian community".  Can you please provide more details about what you are referring to there?

треба давити на те щоб вони дали пояснення щодо "спалення людей" звідки ця маячня, нехай пояснюють

щось написати про те що спалення людей це некоректний переклад і що ця фраза означає людину яка не спалює інших а чіпляє за живе опонентів (дістає)

з часів останіх розборок ані до Andy Townsend (SomeoneElse)  а ні до Фредеріка довіри нема

треба не пояснювати самим, а вимагати поясненнь від ДВГ

ці двое вже колись скопроментували ДВГ і досі лишаються в його складі

взагалі у мене пропозиція

1. вести перемовини публічно.
2. щоб це робила одна людина (бажано, щоб рівень англ був норм).
Можу взяти на себе, хоча вести активне листування не дуже (обмаль часу) :(

Як варіант, щоб не було питань, "чи є повноваження писати від імені національної спільноти", можно створити тему на форумі, де проголосувати або просто висловитися в підтримку когось одного, а потім на це посилатися.

я б уступив тобі чи комусь досвідченішому, бо з моєю англійською я далеко не заїду :(

дивись, я можу вичитувати, якщо буде принаймні день-два на це.

3. краще обрати лінію поведінки та триматися її, щоб не виглядало як "перевзування".

1. Тут у відповіді наголошується, що це не перманентний бан, а лише до усунення тексту. З цитатою.
2. Про мову спілкування, кажуть що кукурузка постійно використовує анг. і в коментах, і в листі - тому ніяких проблем там не вбачають в тому, що повідомлення було англ.
3. Про "burning" пише, що інколи досить важко відрізнити сатиру від образи. І типу "спалення" (burning) в любому контексті, навіть карикатурного образу, не є ОК
4. Вони сприймають дописувачів цих листів як "листонош", типу ви пишите від імені спільноти, то передайте цю відповідь людям, від імені яких надіслано лист.
5. Просять доказів дискримінації, про які йшлася мова в листі.
