I have tried to design report using BI publisher & Jasper reports and downloaded it as pdf. If you would like build pdf using plsql package you can try using as_pdf3 package

If you are storing file in blob
A Download BLOB column has attribute "Filename Column" for that purpose. So, your table needs a column to store the full filename.
