Cross-border travel for urgent reasons (such as medical treatment or death of a family member) will be allowed on a case-by-case basis, regardless of nationality. EU citizens and third-country nationals returning to their country of origin or country of residence (for which they have a long-term residence permit) are still allowed to travel through Germany to reach their destination.
The cross-border flow of goods and cross-border travel for work purposes or to carry out professional contractual services is permitted, regardless of nationality (including for commuters, seasonal workers, members of the European Parliament and accredited diplomats). In such cases, the need to cross the border for work must be proved by carrying appropriate documentation (e.g. work contract, project contract/documents, permit for frontier workers).

The restrictions are effective immediately, initially for 30 days. They do not apply to German citizens.
Citizens of EU member states and their families, as well as citizens of the United Kingdom, Iceland, Liechtenstein, Norway and Switzerland and their families are allowed to travel through Germany to reach their home country.
The same applies to third-country nationals with a longer-term right of residence (residence title or longer-term visa, for example for work or study) in an EU member state or one of the countries mentioned above.
Third-country nationals who do not meet these conditions will be refused entry at the border unless they have an urgent reason for entry.
Travellers are asked to provide suitable proof of an urgent reason to cross the border.
