Доброй ночи господа, сломал всю голову. Запускаю в контейнерной лямбде питонячий код, хожу в Secrets Manager за секретами и получаю сей момент. Образ использую от AWS:

public.ecr.aws/lambda/python:3.9

Ранее были просто проблемы с SSL, временно прокинул Verify=False.

В секреты хожу вот так.

def get_secret(region_name):
    client = boto3.client(
        "secretsmanager",
        region_name=region_name,
        endpoint_url=f"https://secretsmanager.{region_name}.amazonaws.com",
        verify=False,
    )
