This only happens when you are using a non-Apple mouse/trackpad.
That’s a known macOS issue which we cannot do anything about other then wait for Apple to fix this. It’s not tied to ffWorks only.
There is a workaround though (which is what Apple helpdesk will provide you):
Set the Show Scroll bar option to ‘When scrolling’ in the System Preferences.
