It is only case for HFT strategies or so. In M1 TF and higher, strategy is expected to be robust regarding broker's "spread", liquidity and price microfluctations. In other case it will fail after meeting reality ;)

Telegram isn't Russian company although founder is Russian Pavel Durov. However, servers are not in Russia, as I know. Therefore, Telegram will continue to work around the world except Russia.

Telegram was created by russian innovator Pavel after he was exiled from Russia by our military government. Just now Pavel lives in Dubai, and Telegram HQ is also located in this city. So de-facto Telegram is from Emirates!

нет, не должен работать. Все отличие заключается только в том что заявки не отправляються на биржу. Данные беруться с биржи (из квика)
