Usual developers get less than PM, you are looking for PM with 60k - 65k, so ... I think, than 30k - 40k is what you really ready to pay, but how said above people can find a job with the same salary in Russia. It will be better, they will have paid vacation, ill days and other benefits. With your job, people should be thinking about taxpaying and won't have the same. Plus, getting money from the other country can carry extra risks. So it makes your vacancy isn't very interesting. Something interesting starts from 80k - 100k  :)
