Закоментируй powerManagement.cpuFreqGovernor = lib.mkDefault "powersave"; и попробуй ещё раз

ПРоцесс пошел. Да, установилось, щас перезагружусь, а потом настройки вернуть обратно  или нет?

Да, раскомментируй

Вообще хз чего оно лезет его собирать, должно быть в кеше

Ещё и судя по всему баг в nixos-install
