But you are looking for what? Operating system? SDR software? If you want to use RTL-SDR on Linux you can try @just_zhenya solution - run rtl_tcp on linux host and SDR Console or SDR# etc on wine

I'd say Wine is solution to run .exes on Linux.

You should install rtl-sdr driver (scroll down to LINUX section https://www.rtl-sdr.com/rtl-sdr-quick-start-guide/) and software like GQRX (https://gqrx.dk/download/install-ubuntu) . Then record NOAA pass and then put it through noaa-apt (https://noaa-apt.mbernardi.com.ar/)

If you want to listen by point and klick only, Windows is the best solution. If you want to dig a bit deeper, Linux is the better choice. GnuRadio performs much better when running on Linux.
