RTL-SDR.COM dongle is pretty good. I don't know the other one, but the real cheap ones suck.

I have both and both are good. But stick with temperature-compensated oscillators (TCXO) only, models without them sucks.

Nesdr smart has TCXO, but AFAIR nesdr has models without TCXO too.
