we can use apex_mail.send_mail but for this your smtp server need to be configured to send email

Super...I even got readme text , quickly opened after installation , that too on our own msword, that u now work with RTF and XML...but how ?

I checked comparability matrix, few site tutorials...beautiful with screen shots stepwise, before installation
