You'd better contact Oracle sales department for this, they'll tell you everything about the licensing.
But as far as I know, Oracle is licensed not by developers number, but by number of threads (cpu cores) and so on. There are also standard features and enterprise features, and it depends on which ones you need, and the costs can be dramatically different.

That's more than enough to start your business and check if it works. If you see, that your business is working now, and you have profit, and free tier/XE is not enough for you, you are just migrating to a paid version, which is easy to do, especially in the Cloud (just one click)
