There is a setting in ords config file..you specify max number of connections to be created by ords to db. If u have more users then this connections would increase.. and when it crosses the limit.. it will error.. the way to fix is close all the connections from ords or increase the max connection

The path is the path defined on ords instalation, when you execute:
java -jar ords.war configdir path/to/ords/configfiles
java -jar ords.war configdir path/to/ords/configfiles

find the file that hold the max connection configuration, it's apex_pu.xml if I remember correctly
