perhaps a proxy or you are behind a vpn

Try to reset your apex server password..... It might be happen due to password expire

What version of APEX is this ? looks like some code which you have placed in the page is not getting executed in the page builder apex application. If you are able to export the page, try exporting and see the page.. code. there could be some character which is make the system to error.  The above statement is based on an experience I had.. this will generally not recommended by APEX team. Also see if there are any error logged in the application log.. Give a try - Good luck
