Hello guys, is it possible to add a chart as a value of a interactive report column?
It is possible, but not a straightforward thing. What I did in Apex 5.1, I've added a dummy column to my IR query, and then on this column settings I was able to create a small linear chart using js .. can't give you some more details as it was a while ago and I don't remember these details. But yes, it is possible. Maybe in a newer versions of Apex it is even simpler, don't know about that, we still on 5.1 version in our company.

I think it is a bad idea to create a reference in a string and merge a value of a parameter and do a window.location = href

Depends of what to trying to achieve and how do you want to pass it, through the button click, page item click, submit event, branch page or anything else. Of course, there are several ways of passing values to another page.
