там какая-то приколюха с симвоалами. Если есть то ли неанглийские символы в пути до файла, то ли ещё какие - вот такая борода.
Попробуй открыть pdf чисто английским путём до файла и именем (для теста)

PDF Viewer: Missing PDF File - after updating to 20.0.10
