I may be wrong, but my impression is there are not many English-speaking groups in Telegram, as it is used by Persian, Spanish and Russian-speaking users mostly.

One of the most used library for NLP is NLTK, which could be used for text classification with sklearn. There was some simple text summarization libraries somewhere, too.
As your task is so broad and unspecific, I think you can easily find necessary English tutorials in Google.

Нельзя, но можно написать или сгенерировать правило вида RULE = or_(ITEM, rule(ITEM, ITEM), rule(ITEM, ITEM, ITEM), ...) . Также может быть полезно решение из https://github.com/natasha/yargy/issues/44

Спасибо, в целом решил использовать первый вариант с явным объявлением rule(ITEM, ITEM...)
