Article 243
Vehicles registered in another country can participate in traffic on the territory of Montenegro if they have circuits, devices and equipment in accordance with the applicable international Convention on Road Traffic and if they are in the correct condition.
Article 283
Vehicles registered in another country can only participate in traffic on The Territory of Montenegro if they have a valid traffic license and license plates issued by the competent authority of the country in which the vehicle is registered and the country's international registration and if they meet environmental requirements regarding the permitted emission of gas emissions and noise.
Article 286
A vehicle registered in another country on roads in Montenegro cannot be operated by a person who has a residence in Montenegro.
Exceptionally, a vehicle registered in another country can be operated by a person who has a residence in Montenegro, if he has an approved stay in that country for more than six months or a person who operates a rental car.

13) registered in another country and not insured in accordance with Montenegro's regulations on mandatory vehicle insurance;
A foreigner temporarily residing in Montenegro and a Montenegrin citizen with temporary or permanent residence in another state can, on the basis of a valid driver's license or international driver's license, issued by the competent authority of another state, operate a motor vehicle on the territory of Montenegro, with a foreign driver's license, during its validity.
