Настроено: bt = 5, ml=10, bl=15

Первая минута: скорость 0, закачка началась, поскольку bt=0 то макс допуст. скорость bl=12

закачка продолжается bt - растёт, как только bt=5 макс скорость снижается до ml=10 - берст выключился.

Вот пример для публичной точки доступа на стадионе

ошибка bt=12 (bt=15)

Время влияет на формирование средней скорости (bt)

Да, поэтому скорость шейпится "лесенкой"

All rates are measured in bits per second, unless followed by optional 'k' suffix (kilobits per second) or 'M' suffix (megabits per second). If tx-rate is not specified, rx-rate serves as tx-rate too. The same applies for tx-burst-rate, tx-burst-threshold and tx-burst-time. If both rx-burst-threshold and tx-burst-threshold are not specified (but burst-rate is specified), rx-rate and tx-rate are used as burst thresholds. If both rx-burst-time and tx-burst-time are not specified, 1s is used as default. Priority takes values 1..8, where 1 implies the highest priority, but 8 - the lowest. так а берст тайм у вас не установлено?

b time - по умолчанию

по-умолчанию это 0 я так понимаю? просто в дереве вообще убрать этот параметр нельзя

Как 0, он не может быть! b time - это время за которое рассчитывается среднее скорость потока.
