This is how the new Action Suggestions work:

Lawnchair reads your recent shortcut launches and displays them in the app drawer. It doesn't work the same way it does with Google's App Actions.
These actions may disappear the next time you open the app drawer, because it's in a very alpha stage and will be polished soon.

If you don't see any Actions Suggestions in the app drawer, launch any one shortcut and it should appear.
