У мультилиров голос только один. А решение об их создании принял GM (позиция NCC была против, но у NCC в таких вопросах права голоса нет)

GM разрешил мультилиров, потому что это была неизбежная мера, практически ничего не меняющая в дистрибуции IPv4

на чем? на IPv4? ну так его так и так распределяли бы. с той же примерно скоростью (==скорость оплаты счетов)

В РФ это сейчас вообще бесплатно. По электронной подписи даже пошлины нет при регистрации.
