wait, it's ur group which means people's activity up to u mainly, u must try to enforce(not literally) members to talk , Attract them by sending topics or making another activity it's all up to you . The people must feel  kinda motivational stuff and staff . U have to try to gain some ( co workers  ) in order to be assisted . Those all up to you .
