I think one or two years ago Google admitted they use the users position even without GPS. They use WiFi and send this data to Google. So if mobile data and WiFi is enabled. Maybe some devices still send data if they are used or if they wake up.

Yes first I was logged in to my account. But then I used incognito mode. And it was the same. The point was there was no other WiFi near.

So Google uses WiFi positions and they can tell their apps to submit more of such positions if many smart phones see such a WiFi over longer time. I used this 4g stick 3 months because I didn't have internet in this place in bishkek.
