I am just interested in the numbers. If it makes sense to bring clients to Kyrgyzstan and what prices I have to offer to be competitive against Ukraine.

I mean if Kyrgyzstan competes with countries like Ukraine for European or American clients, it's interesting to know for how much Kyrgyz companies offer their services compared to Ukraine. 15 dollars is of course rediculous. I don't believe a competent company works for this.
Of course companies will not, but some good skilled freelancers works for 15-20 $/hr.

Lol, $15/hr is what I had started with back in the day. I outsource to Ukraine myself at the average level of $30-$40, while approx 40% of that amount is an agency premium.

In Germany it's about 110-250 dollars per hour.

Are you asking a question or offering something? ;) I know many very competent devs in Kyrgyzstan who'd be better off accompanied by a good sales/business person actually.

This is totally possible, many people/businesses do that, but the prices are pretty much compatible with Ukraine. You will rather struggle with incompetence if you seek lower prices
