i think 90k min maybe can be fair price for juniors...prices for PHP and Java don't correlate with Clojure positions imho. But starting with 90k for junior Clojure, you can try anyway...will see.

i can give you advice simply to mention in job offer, that you have an option to rise up, depending of candidate knolewdge

I think problem not in salary. It nice salary for Junior, with 1-3 year exp. But, count of Junior candidate with 6 month Clojure experience very small, i think. And may be appropriate candidate not exist.
More real is find Junior without Clojure experience or candidate with great experience and better salary.
Сandidate that have big exp with another languages and 6 months ago switched to Clojure for this salary not exist, exactly.

btw, 90k is just 1300 eur/month, which is not so nice, I used to have a salary like that about 11 years ago. being a system administrator (more like an operator) with ~1 year of exp without any related degree.

It is not that complex either, 90k rur in big cities is ±the same as 40k 11 years ago in terms of purchasing ability
