в россии было примерно так же. Причем даже задело советские времена где политические лидеры и дикторы говорили на старомосковском диалекте. Его кстати очень хорошо слышно в том самом радообращении о вероломном нападении германии на ссср. И тем не менее работа по стандартизации языка велась и был орган который за это отвечал
